Exactly, I have seen some sprinkler heads that when fully retracted still stood to tall to mow over.

I will usually trim those properties first also which helps identifying where they are located as well.

You can take pictures of them marked in case someone else services the property.

If a sprinkler does not fully retract, then it needs to be replaced. Over time they get damaged inside from the up and down action, and with a little dirt inside, it creates scratches on the wall lining and causes it to get caught on its way down.

If I see a sprinkler at a customers that is still popped up, I always tell them its time to replace it. Or eventually it will get hit with the mower and then I have to replace it anyway.
