I have a 2002 Toyota Tundra here in northeast Ohio. No rust at all. My friend owns a body shop and recently did work on my wife's 2001 ford escape which had rust around the wheel wells. Now it looks like new, but he told us not to worry the rust will be back. There is nothing out there that will stop rust.
Except whatever Toyota uses lol.
I do some reprinting of used equipment I buy and use a 4" mini grinder with a wire cup wheel. Then a coat of rustoleum primer and a color topcoat. On average I get 2-3 more rust free years before redo.

I have never had any success of stopping rust either without removing the effected metal and replacing it. But if you do a good job with sand blasting, you can hold it off for a while. But you gotta keep your eyes on it to see if it shows any sign that the rust is still eating away at the metal.

Think I'm going to go with the home depot brand of rust converter. It has pretty good reviews and is a 1/3 of the price of por 15. At $53 a gallon I could do all my trucks and plows for the price of 1 gallon of por 15. I might even have a little left to do the beds. If it doesnt work ill just consider it a pricey paint job. Ill post pictures in the spring.

It works ok i think, but nothing works 100%
I use it then Rust-Oleum spray paint, then rubber under coating on top
