Default Staffing Year Round

Anyone have any ideas on what you do about keeping employee's during the winter months? I have six employees and we are over our head in the summer but not sure what to do with them during the winter. I have a number of year contracts and there is always work to do but I also have customers that pay by the month that I will not be collecting from during the winter. What I have done in the past is they just get fewer hours and I end up not hanging on to some and then have to start the hire process all over again come spring. Some of the lawn care companies around here pay there guys a salary, while they work their tail off during the summer they like the same pay during the winter. I know it would help my budget out a great deal to do it this way plus maybe keep employees from looking around during slower times.
