Pennsylvania Regulations?

I've been researching and looking at truck lettering examples, why is it when I see a pickup truck lettered, there is a Licence number listed. Is it a DOT number or what. What is this number and why do I need it?

Sort of correct, but not specific enough.

The "PA number" (starts with "PA") is a HIC number. (Home Improvement Contractor)

It's not so much a "license" as it is a "registration".

As far as the D.O.T. numbers on trucks, you can only imagine all the bureaucracy involved with it.
