Default seeding or sod?

I have a potnetial customer that has a buisness in town but wants to make his gravel area a grass area again. this buisnesses mulch beds are in need of some help. The customer wants more mulch but the weeds have infested the beds so I advised to take the mulch and weed cloth out, and replace with new fabric and mulch. Is there something I can use to permanently do to rid the bed of the weed before putting down more mulch or is a removal and replacement the best way. Also, would weed fabric work over existing mulch and then mulch on top of it. Besides the bed and back to the gravel, Would it LOOK better and be the most cost effective to add dirt over the gravel (which is 1030sq ft) and seed over that or get some fescue sod. This customer has just some regulat grass with the weeds mixed in. Looks like a regular yard. What would mix the best with the existing grass? I got one question for anyone whos has expierienced the frustrations with having a customer that signs a contract then realizes that the job is to much money. Now the customer doesnt want to pay the $2000 bill and haggling isnt going t happen for what i did and the time I got into this job. He changed his mind on what he wanted to do 5 times. I spent 40 hours for 1 mulch removal and replacement. He got alot of Rubberific mulch that was 1000 dollars alone. Then he asks for the reciepts! Why should I show my reciepts does anyone else? I am not a personal gardener. Help Please!

unfortunately it sounds like you might have taken on more than you can chew.
Did you submit a bid before you started the job or was there a verbal aggreement of sorts. Without a bid proposal and a signature stating thats what they wanted chances are you might not be able to collect from this person. And in the future if their is any changes in the plans I would have them sign off on that also

I'd say removal would be the best way to go.

I guess it can be done but it's not the ideal way to go.

Sure it would be cheaper for you to do that and less time consuming but ideally you would want to get rid of the gravel.

Did you have the customer pay anything up front or how did you work this out?

How did you respond as he changed his mind on the job? Did you tell him it would cost him more to do things differently? Or what?
