Default Dead patches in lawn

I looked at a guy's lawn today and he has about 20x15 area of dead grass. Its hot today, so the dead spot was pretty dry. The roots still seemed strong and it didnt just peel away like some bald spots have this year.

I wanted to know how I should approach this section since it is big. Should I completely remove the entire area, fill it back in with some top soil, seed and then put the hay on top. Obviously water everyday too.

Any suggestions would be great.

Also, whats the best way to get rid of clover, cause he has a lot of it too.
