Steve that is a good point. I would caution though to speak to your insurance agent about doing it before you start offering it as a service. There may be considerable liability attached if you do not have any "formal training".

You will have to be licensed as a Lock smith to start the business, but man these things are so great to have in your car, I am always using the set I have. Helping everyone.
