I would like my webpage to look the same but work in all Screens and mobiles or at least close to it. Who can or how can I fix that?

I mean pick two: Cheap, Good, Fast.

Cheap and Fast = no good.
Cheap and Good = long wait.
Fast and Good = not cheap.
