What would be the proper way to landscape a Circle and Gazebo??

Im stumped on the type of plants I should be using. Im having trouble even getting started because Im not sure where and what to install due to the Inner, Middle and Outer portions of the circle and the over all Layout of the Job. Welcome to our forum! Would you be landscaping to create some privacy from neighbors or would you want low growing plants? Are there any specific goals you would be trying to achieve with your landscaping?

The property itself is surrounded by Evergreen cyprus that are about 15 ft. already. The circle being landscaped is divided into 3 parts by arbors So Left,Right and rear sections of the circle surround a circle of flagstone pavers and on the rear side there are boxwoods that are not my first choice of landscaping shrubs but they are already established so I can add a few bulbs throughout. My concern is the left and right sides... I looked at maybe adding weigalias (wine/Roses) but not sure they would make it through the winter, as the customers Hibiscus did not last year. The home owner Loves color and is more drawn to tropical settings growing up in Hawaii.

Do you use any graphic programs to create a view on how it could look before you actually plant the landscape?

It would be wild to have like three potential designs you are thinking of and show everyone.
