Default Keeping Employees Through the Winter

I have four full time and one partime employee working down here in Texas. I do get leaf jobs, gutter etc. during the winter and also have year round contracts but not enough work to pay them 40 hours. Any ideas on how you all do this?

Any of you put up Christmas lights? I have a few of my customers asking me if I will do it but have no idea what to charge. This would be something that would help my staff get through another month.
