Screen Charge seems a little expensive. $20 per colour? Good for one, but not much more than that.

Screen charges are a one time charge. It's a charge for preparation of a screen & film charge to make the screen.

A one time charge? Do I own the screens after that or are they washed and reused?

We keep a file for every customer, and when the customer wants to re-order shirts we prepare the screen again at NO CHARGE. We hold screens for 8 months, unless it is a design that we use on a regular basis. If we were to keep a "LIBRARY" of "screens" I would have to open up a new location just for storage.
