I have never seen anything like this before. I am guessing if you won a bid to perform lawn care services, the town requires you to have a sign that says you are a contractor of the town? Is that right?

Yes, the company who won the bid has to have this on the truck thats coming to cut.
And they do not need to have their name on it.
