What to do with this

Hey im doing qa clean up at an apartment complex and I have a bunch of areas that look like this. How do I clean this up. Do I cut this short and find the root or do i pull it out, or other suggestions? There are probaly 15 to 20 areas like this.

do not pull it up by the root it will come back just pull the dead leaf out it wont take long u can see it is already coming back that is a perenial
