I'd say 3.00 a foot is good, THOUGH;

You should charge a minimum, just to make every job worthwhile.

Around here, gutters are usually 20 feet x 20 feet (front / side or back) =
40ft x $3 = $120.00

Though going out of my way for $3/ft for 20 feet isn't worth your time and will be VERY irritating. You will get business, it's just that awful kinda of business - the type you wish you never bothered with.

So I'd say charge a minimum of $60.00, even if they only have 20ft or less of gutters to clear.

Just like a taxi driver.

By getting in the cab, you are automatically charged $5.00 PLUS the distance traveled. Because, I'm sure back in time, some fool decided to call a cab to only drive him across the street, which would initially eat the cab drivers profit. The cab driver spends fuel going to pick up the passenger, this $5 secures the cab drivers 'expenses' give or take.

How are you going to access those gutters? How long do you think it will take you?

Its 12 apartment building, with 408 ft of gutter per building, 30 ft high. All the building are the same it come out to 408x12=4896 x 3.00 = $14688 +10% for the Company = 16,156.80

I should get about 35 ft and hr. or so 4896/35= 140 hrs / 8 hrs = 17.5 days/3 men= 6 days or so.
Do you think this looks right or am I missing something?

How are you going to perform the job? What's your plan of attack with this? Can you clean them from the roof or will you have to do it from a ladder?
