Bidding on Commercial Contracts

How do I go about bidding on commercial contracts? When do I start bidding on commercial for the next year? I am interested in cbidding commercially but how do I do it and who do I need to talk to? These questions I am not sure of? Any help would be appreciated. Thanks, Ryan
