Reading the instructions doesn't help. They, the instructions were probably written in Chinese and then translated into English. Something must have been lost in the translation.
　
I firmly believe that the toy manufacturers hire people who will purposely add a part from another toy just to drive "the overtired assemblers on Christmas Eve" Crazy!
